Other than transferring the designs that I've already saved from PNG files -> vector files (to be able to change colors for the text included in my designs mostly), paint.NET seems to handle everything I need just fine. If you're looking to sketch out organic shapes then Inkscape can be very useful and can export to Drawing Exchange Format (DXF) for further refining and drawing layout in a CAD application such as LibreCAD or QCAD or importing into FreeCAD or Blender as the basis for a 3D design.
